Have you tried a New York lawyer yet? Because my understanding is that the divorce order was granted by a US court (because the childcare amount is in dollars). I would think that you will need to start default proceedings in New York, and then simply execute the court order in South Africa. The court documents from the US court would then be sent to the South African Court and your ex husband would then be brought before the South African court, which will then execute the court order.
That would be the simplest way to collect the outstanding childcare money.
The other option would be to get certified copies of the US divorce court order and also a sworn affidavit from you that your ex husband has failed to pay childcare, and send it to an attorney in South Africa to lodge a criminal complaint for arrear childcare money (or maintenance as we call it here).
