I am considering the purchase of a Canon 5Ds (50 MP) as a replacement to my dated 1Ds3 (22 MP)...I have been told that downsizing that 50 MP to something like 22 MP will result in better image quality, all other thing being equal, than would shooting my 1Ds3.

Downsizing from 50MP to 22MP will not result in better image quality at all. By definition, the higher the MP, the better the image quality is.
