What do you mean by "mark up"? Add a watermark???

No. Mark-up means I want to mark on existing pdfs and jpegs with a color just like the old days, but on the computer.

Well JPEG's you could use MSPaint. PDF you'll have to look for something from Adobe.

I do somewhat. I highlight text with the windows snipping tool but I've never used adobe other than reader so I'll open this question up for someone else to answer.

You could open the JPEG in Photoshop and use the high light tool there. Far as pdf you mite be able too open it in Word and select the high lighter in it.
