Hi, thank you for contacting JustAnswer.com. My name is Russell. I will do my best to provide the right answer to your question.

Locked layers cannot be reordered, nor can layers in nested layers groups.

You may have to delete the layer, and insert a new blue layer elsewhere, perhaps.

The Layers pane is usually used to reorder etc. layers in Adobe Acrobat Pro.

my adobe pro version is 15.008.20082.15957, where can I find the tool to delete and recreate the layer? I've been looking but couldn't find.
Expert:  Russell H. replied 1 year ago.

Look in the Layers tab or Layers pane, for Layer-related functions.

Is the Adobe Pro version fully updated to a modern version?

Customer: replied 1 year ago.
I can't find the layer tab and that's why I posted this question. I,m not sure if fully upgraded but my adobe pro version is 15.008.20082.15957.
Expert:  Russell H. replied 1 year ago.

I advise that you run the Adobe updater, and see if the software is updated.

Customer: replied 1 year ago.
says no updates available
Expert:  Russell H. replied 1 year ago.

OK. Look for the Layers button, in the navigation pane, then.

I looked many time and couldn't find it and that's way I'm asking you for help. where is the pane for the blue layer?
Expert:  Russell H. replied 1 year ago.

Can you select the blue layer?

After selecting it, right-click on it. See if there are any options of use there.

After that, and if that doesn't help, I will have to Opt Out of this case and open it to another Expert, since I am quite puzzled as to why your Layers options/menu/button/etc. are not findable.

Customer: replied 1 year ago.
they are not selectable
Customer: replied 1 year ago.
can you please help me to get another expert to answer this question?
Expert:  Russell H. replied 1 year ago.

OK. I have Opted Out, opening the case to another Expert.

Also, I specify: Customer requests that the next Expert be well-versed in version 15 of Adobe Acrobat Pro, and its Layer editing features.
