Windows Vista updates fail to load and I receive an error message that Windows Installer cannot be accessed.

Already Tried:
Rebooting, Tried a few system restore points but Restore encounters an error also an is unable to roll back to a prior date.

Let's try starting the Windows Installer service and see if that helps, but let me know if it says its already started.


  • Click Start orb
  • Right-click Computer, and then click Manage.
  • If you are prompted for an administrator password XX for confirmation, type your password, or click Continue.
  • In the console tree, click Services and Applications, and then click Services.
  • In the details pane, right-click Windows Installer, and then click Start.

Windows Installer is not in the list of programs in the details pane.

Downloaded, I have what I'll call a system window that appeared saying a product code must be specified and press any key to exit. I exited it.

Hi, welcome to justanswer. I am Jins here to assist you. Please try a system restore from command prompt.

You can use the following procedure to access System Restore from command prompt:

 

  1. Restart the computer. As the computer restarts, press the F8 key, and then choose Safe Mode with Command Prompt from the menu options.

     

  2. At the command prompt, type the following commands:

    wmic
    /namespace:\\root\default
    path systemrestore get

    You will see a screen similar to this (note the latest Sequence Numbers):

     

    System

     

  3. Type the following command, replacing <SequenceNumber> with a number you obtained in the previous step. Typically you will select one of the latest numbers on the list, however you may want to select one that corresponds to a certain action. In this example, we chose to restore back to the point where Microsoft Office 2003 was installed.

    path systemrestore call restore <SequenceNumber>

  4. Press the Y key at the prompt to restore the computer.

  5. A response is given indicating that the execution was successful.

  6. Type this command to exit WMIC: exit. Press the ENTER key.

  7. Restart the computer. After the computer returns to Windows, in the System Restore dialog box, click Close.

Would not restore ... when i input the command with the sequesnce number it would go back to the command prompt

Still have the problme after several attempts to resolve with the first tech. Attempted one fix with second tech but it was alos unseccessful. Have been waiting for further guidance but haven't received any for a few hours now.

1. At Start type "regedit"
HKEY_LOCAL_MACHINE

right click on WOW64, select "Modify"
Change Value data from "1" to "0"

2. At "Start" type "run"
type "services.msc"
go to "Windows Installer" and stop and start the program.

Windows Installer was not listed in the services tab of the System Configuration Utility.

But if not fixed im afraid i read people ended up reinstall windows again :(

The message returned when I input the stop command indicates that the specified service does not exist as an installed service.

Assume you're suggesting reloading Vista? I have a backup on Carbonite. I can run one using windows too. I need to make a list of all my applications before I proceed with this.

i would recommend you to backup the current state of laptop using Paragon Backup and Recovery

In case the reformatting and new installation doesnt work, you can roll back to current state anyhow

Better go for Windows 7 if you want a change :)

I was reading some of the posts on one of the MS links you provided and some people have had success with a "clean boot" ... Is that something you would recommend before a vista reload?

i supposed you tried those things?
please try all those options before going for a reload
its worth trying since you will have to install all applications and things back to new installation
it takes a while

Hi, I am Jins here again. Sorry for the delay in reply. You need not format the drive and re-install windows. You need to activate your built in administrator account. First you’ll need to open a command prompt in administrator mode by right-clicking and choosing “Run as administrator” (Type cmd in the start menu search text box. Right click on the cmd listed under programs list and select run as administrator)

Now type the following command:

net user administrator /active:yes

You should see a message that the command completed successfully. Log out, and you’ll now see the Administrator account as a choice.

 

Click on and login as administrator. Now click here and download ccleaner. It is a freeware registry cleaner. Install and launch ccleaner. Click on the registry icon on the left side of ccleaner. Click on Scan for issues button. After completing the scan click on Fix selected issues button.

Restart the computer and login as administrator again. Now try to perform an update.

The ccleaner found and repaired registry issues but did not repair to the point that updates would download. Still unable to access Windows Installer. I will proceed with the Vista repair instructions and advise.

Completed the Vista repair process per the instructions but updates attempts continue to fail due to being unable to access Windows Installer Codes 80070641 and 641. I'll await further instructions.

Resolution

Start the Windows Installer service

  1. Click Start, type Services.msc and press {ENTER}
  2. Double-click Windows Installer
  3. Set the Startup type of Windows Installer to Manual
  4. Click Start to start the service. Note down the error message if any.
  5. Click OK.

Windows Installer Registry Fix

If the above steps do not help or if the Windows Installer service is not listed in the Services applet, follow these steps:

  1. Download msiserver.zip and save it to Desktop.
  2. Unzip the file and extract msiserver.reg to the Desktop.
  3. Right-click msiserver.reg and choose Merge.
  4. Click Yes when asked for confirmation.
  5. Restart Windows.

The Windows Installer servie was not listed so I moved on to the second set of instructions. I saved the msiserver.zip file to my desktop. I unzipped it and saved the msiserver.reg file to my desktop. When I right click on it and select MERGE I get an Open File Security Warning window that provides two choices, "Run" or "Cancel" . When I run it I get the following opened in Notepad... (Wasn't sure what to do with it so I

just performed a restart and tried to truied to download the updates which failed because Windows Installer cannot be accessed.

Okay, please hold down windows logo key and R key together. You will get open the Run command window. Type regedit in the Run command box and press Enter. You will get open the Registry editor window. Click on File and then Import. Browse and select the msiserver.reg file which we unzipped before and click on Open button. Confirm the imort action if a dialogue box asking for it. Then restart the computer and check.

After implementing your last set of instructions I am very happy to report that Updates are being installed as expected and that the Windows Installer is now present and operating.
