Keep getting "unable to find locale data files." when i try

Keep getting "unable to find locale data files." when i try to open Google Chrome. It telle me to reinstall, but cannot uninstall old version (it just won't go!) and downloading again has no effect.

Computer OS: Windows 7
Browser: Chrome

Already Tried:
Tried to uninstall through control panel - wouldn't uninstall just gives same error message. Tried reinstalling anyway - no effect.

  1. Open Folder Options by clicking the Start button , clicking Control Panel, clicking Appearance and Personalization, and then clicking Folder Options.

  2. Click the View tab.

  3. Under Advanced settings, then make sure the "Hide extensions for known file types" checkbox is unchecked, then click OK.

Viet - Software & HW :
  1. Right-click this link.
  2. Click Save Link as and save the file name as remove.reg. (Select "All files" as your file type.)
  3. Exit Google Chrome completely.
  4. Double-click remove.reg on your desktop.
  5. In the confirmation window, click Yes.
  6. Click OK.

Click on Start and type exactly (or copy and paste):
%LOCALAPPDATA%\Google
and press Enter key
, then delete the Chrome folder

(Or press at the same time the two keys Windows and R, then type exactly (or copy and paste):
%LOCALAPPDATA%\Google
and press Enter key
, then delete the Chrome folder.)

Then go to Control Panel, and see if you can uninstall Chrome, then download and reinstall it at
http://www.google.com/chrome

If it still does not let you uninstall Google Chrome, then please download and install the Revo Uninstaller program at
http://www.revouninstaller.com/start_freeware_download.html
, then open it, and select Google Chrome, then click on Uninstall
, then select the Advanced option , then select all whenever prompted, and delete and confirm
, then restart the computer, and download and reinstall Chrome and see if it works:
