My best friend is dying of cancer. He is 61 years old with 27 years of credited service, and his wife is not a US citizen who lives in Mexico. He will likely die before turning 62. Is he or she potentially eligible for any benefits? Can he apply for disability benefits from Mexico (lives in Jalisco)? We have tried to create an on line account for him, but it keeps giving an error message to correct information though it is all correct. As he is in Mexico, we don't know how he can go in to apply for disability. He is a US citizen, and she is not nor does she have residency. Is she due a death benefit when he passes from the cancer?

It appears Mexico and US agreement requires residency in the US of the spouse for a period of time.

The spouse survivor must also the 5 year residency requirement to receive payments while residing outside the U.S.
