if i already was getting SSI and i am not eligible for Surviving Spouse's Social Security Benefits, was granded SSA too, can I still receive my backpay of over $9,000 that SSi is trying to take from me even though SSA has releast it to SSI for me?

I think you are saying you USED to get the welfare benefit called SSI.
