You may ask to communicate with the supervisor - there are Regional SSA Offices

See here

https://www.ssa.gov/org/dco.htm#sb=2

Contact the SSA by phone or mail at: Phone: 1.***-***-**** TTY: 1.***-***-**** Social Security Administration*****Baltimore MD 21235 Hours of Operation: Monday through Friday, 7 a.m. to 7 p.m.

When filing a complaint with the SSA, it is very important that you direct your complaint through the appropriate channels:
•First, file your complaint in writing with the originating SSA office.
•If the problem remains unresolved, you may file your complaint, in writing, through the appropriate Regional SSA Office.
•If your problem cannot be resolved through the regional office, contact the SSA Inspector General

.

Does that answer your question?

Not really I have already spoken to a SSA representative after an hour on hold and I have helped my client (I'm a case manager at an HIV clinic submit bot an appeal form and a waiver request and called the local office. They are being nasty. I need an address for the Regional Office and/or Federal office so that I can write a letter for my patient and mail it to someone higher up. Or maybe I should send a letter to local state and federal governmental elected officials and let them contact Social Security?

You first step is to file your complaint in writing with the originating SSA office - you may communicate with the supervisor - and that might help to resolve your issue.

If you have not done that - I suggest to do that as soon as possible.

.

the Regional Office covers your area is

Regional Public Affairs Office
Social Security Administration***** SW Suite 23T29
Atlanta, GA###-##-####/p>

.

The federal office is Social Security Administration*****Baltimore MD 21235

You may communicate with elected officials - that might help - that may be done at the same time.
