You may receive both - retirement benefit from your county AND survivors spouse benefit at the same time - that is not an issue.However - you might be concern about WEP - Windfall Elimination Provision - if you are eligible for a pension based on earnings not covered by Social Security - regardless if you actually receive that pension or not - that pension based on earnings not covered by Social Security can affect the amount of your Social Security benefit.
