These benefits do not stack. You will only receive the higher of the two. You can take the survivor benefit based on your deceased husband's benefit until age 70 and receive the highest benefit possible for your retirement. You will receive *5 credit increases each you you delay taking your benefit from ages 66-70. To answer your question, no you cannot receive both benefits at the same time.
