I have received a letter stating that I would receive a back

I have received a letter stating that I would receive a back payment of $1,032.00 around December 16, 2015. I have not gotten this, nor have I received any amount. The letter also said I would get, after deducting Medicare of $98.90, I would receive monthly $537.00.
I have not gotten this amount either. Can you get this started and also the back amount?
