My mother didn't take Medicare part A, now she s 83 yrs old

My mother didn't take Medicare part A, now she s 83 yrs old and to get Medicare part A she has to pay a penalty. 10% for each year she didn't have it, $180 plus the cost of the Medicare A $104= $284, is there some kind of grandfather rule to help us?
