At full retirement age, I can only make an income of $41K

at full retirement age, I can only make an income of $41K and not have my social security payment reduced. Is rental income included in that $41K limit?

No, generally rental income is NOT income from work activity, unless you are a professional landlord and your business is renting out properties AND handling the obligations of landlord to the properties. It is more of an income from an investment.
