How does someone, my son-44, who's on SSi, etc., can go about

How does someone, my son-44, who's on SSi, etc., can go about getting assistance in understanding his benefits when they are constantly (more than twice a year) being changed, and his status has not changed. They, SS, either gives him too much money than takes it and more, back. He does not see a constant income stream which makes any budget almost impossible.
SS can always explain their position in terms/jargon/their logic that he can't understand. Is there someone my son can go to who understands the system, and can help him understand what's going on (SS can't) and is free.
I'm 76, and in no way capable of understanding SS or SSi.
