I hate to be the bearer of bad news, and please don't shoot the messenger, but the Debt Collection Improvement Act of 1996 (31 U.S.C. Section 3716(c)(A)(i)) now allows federal government agencies to offset Social Security benefits to collect debts such as student loans.
But, only 15% of your amount is subject to the garnishment, and if your benefit is $750 or less none of it can be taken.
