okay, Try these steps please> turn off Safari by double-tapping on the Home button. Locate Safari in the task bar, then slide the Safari mini-page upwards so it vanishes.

Then Tap Settings - Safari - Clear History and Website Data. Press the Home button to return to your Home screen.

Then your iPhone will work normally again.

if you are not able to do that you can restart your iPhone:

Press and hold the sleep/wake button.

A red Slide to Power Off slider appears on the screen.

Slide the red slider to turn off the iPhone, and then wait a few seconds.

Press and hold the sleep/wake button again until the Apple logo appears on the screen.
as soon as the iphone powers back on, Tap Settings - Safari - Clear History and Website Data. Press the Home button to return to your Home screen.

Then your iPhone will work normally again.
