This error occurs when you fail the passcode unlock too many times. To fix, you simply need to use the cable provided with the iPhone and plug it into the computer you sync with. It will open iTunes and re-enable the phone.

This is an apple iPhone and when I plug it on to my PC nothing happens.

Go to the Start menu and choose All Programs. Do you see iTunes in the list? If so, open it up. Do you see the iPhone listed on the left? If so, you should then be able to unplug it (it should have enabled it).

If you don't have iTunes, you need to download it from Apple here:

http://www.apple.com/itunes/downloads/

After downloading it, please install and restart if requested. Open iTunes up and see if the iPhone shows up on the left. If it does, you can unplug it.
