Quick way to tell if fuel pump is bad, is attach test line direct to the pump, and see if it will pickup fuel from a fuel container. If it does, pump is ok, and problem is with tank or line going to the fuel pump.

Will the fuel pump suck from a fuel container? If so, you have a vacuum leak, or a plug at tank or hose before the fuel pump.
