The only control of fuel into the carburetor is the needle valve and float , in the base of the carburetor. Nothing else will cause this.
Is this twin engine or a single cylinder Kawasaki? Remove spark plug or plugs, spin engine to clear the cylinders, then re-install the spark plugs and see if engine starts.
Repair will be to repair the needle valve and float or replace the carburetor.
