JA: Do you have fuel in the tank? If so, is the shut-off valve open and the fuel clean?
Customer: yES CLEAN FUEL AND FILLED UP
JA: Do you plan on doing the work yourself?
Customer: Yes shut off is open, I moticed fuel on floor if I leave it open after starting

Based on the information that you have provided so far, it sounds like the float valve inside the carburetor is stuck and causing the carburetor to overflow with fuel which would explain the hard starting as well as the fuel on the floor if you leave the shut off valve open. I would start by doing a thorough carburetor cleaning and make certain that the float valve moves freely in the bore of the carburetor.
