Have you double checked the orientation of your fuel hoses?

Have you checked to make sure your fuel hoses are not pinched?
Will your engine start up and run briefly?
Most of the time our problem is caused by a restriction in your fuel flow. The restriction is sometimes in the inlet screen inside your carburetor. Although your carburetor is new, it could still be at fault. I have seen new carburetors that were faulty, straight out of the box.
If your fuel hoses are properly routed, and your fuel filter is good, then this leads me to believe that our problem lies within your carburetor.
If you have some carburetor cleaner in a can, or starting fluid, spray a small burst directly into your carburetor, to see if your engine will start up and run briefly.
