There is switch that has to be made for the starter to engage, when you pull down on pto lever, you may be making the switch close. Look for the switch and see if the switch needs to be adjusted, it should make when the pto lever is in neutral. Mounted up under the seat area, where the linkage pushes it,

OK, so the switch is under the dash. Follow the linkage and look for the switch. # 66 in the parts list below.

Switch may be hanging, see if you can get some WD40 on the switch to free it up.

I took it out and had it checked and said it was ok
