I have a case 7140 tractor and when i test it while running

I have a case 7140 tractor and when i test it while running it shows 14 volts but if i turn the fan on or the lights it drops to nothing on the gauge on the dash

Sounds like the battery has a dead cell and will not hold under a load. You can take it to any auto parts store and they will load test it for you. Engine running doesnt use battery power like lights, fans, and other accessories on the machines. I,would say you are in need of a new battery

Does it just drop on the gauge or can you tell by the fan and light operations

I don't know that as I am not driving it a guy that works for me is. I think all he knows is the gauge drops

If just the gauge is dropping, it could just be a faulty gauge or wiring issue to the gauge. Would need to test the actual,battery for voltage when engaged to get an accurate reading
