Most common safety switch to go bad is the seat switch and the solenoid switch

no, you cant do anything till you release park brake.

if you cannot release parking brake without engine dying, the seat switch or seat switch wires are no good. Possible loose ground wire. the machine thinks no one is in the seat so you cant move machine. How has the seat switch been tested?

seat switch has been shorted out so it is no issue

What do you mean by shorted out? It may not be the switch itself, could be the wiring to/from the switch. There is also a PTO switch and a brake switch to check as well

ive done all things youre suggesting and still doesnt work

I will OPT OUT and see if another expert may be able to assist you, as if you cannot release parking brake, there is only so much that can cause this and from what has been done, everything is stated as being correct and still not starting. I am sure if you were to replace the seat switch, the machine would operate properly, as not all switches can be bypassed for long periods of time before shorting wires out. There is a bare wire in the harness or somewhere that is grounding out when brake is released. You have new switches on arm controls and brake , and the also new PTO switch, so only switch is seat switch or wiring.
