I have a john deere 4100 and changed the fuel filter because it was surging. It still does and I have noticed the bowl runs out of fuel after a couple minutes. Is there a screen inside my fuel tank? or could it be something else?

There is no screen in the tank, but you can blow back into the outlet hose to clear any obstruction. And at the same time, check the fitting where the hose attaches to the filter housing, this is where debris from tank can collect before it gets into the filter. See the tank link above.
