throttle return spring coils look to be streached out
throttle arm moves back & forth with engine vibration

Make and model? Sounds more like fuel starvation, than problem with the springs. When did engine last run?

I should have refered to the governer spring & lever
it goes all the way back to the stop position killing
the engine. it is a Briggs & Stratton, 3 hp J 607

Governor is doing what it should do. It's trying to compensate for lack of fuel Have you checked for fuel to the carburetor? Is this tank mounted carb?
