hi, I have a few questions, I hope you can help
JA: I'll do all I can to help. How long have you been dealing with this?
Customer: a friend's daughter has a Toro riding mower & it's quit, her uncle went to the local store to try to get some info & they told him that he would have to bring the mower in for them to run all sorts of tests
JA: What's the make and model of the mower? And can you guesstimate how old it is?

Customer: no, my friend's brother will be doing the work on it he was wondering if it has some sort of kill switch that may have tripped when it shut down

my friend has a Toro model 70044 riding mower, after replacing the belt, she started it & it stopped, so she replaced the battery, but that did not fix the problem so she's also replaced 2 fuses, but it still won't startprior to replacing the belt, it ran fine until the belt broke

her brother is wondering if there is a reset switch that may have tripped, also is it possible to get a replacement book for that model?

No reset, but the ignition has a fuse that will keep starter from working if blown. See schematic above.

There are only 2 fuses & she's replaced both

Was voltage checked at the keyswitch? Voltage for key comes through the fuse. If you jump across the two large terminals on the starter solenoid will engine spin?

the engine spins when he jumped the solenoid so they are planning on replacing the solenoid

Before replacing, jump from the battery terminal post on the solenoid, to the small switch post. If it spins engine , solenoid is good.

if it's not the solenoid & it's not the fuses, what else could it possibly be?

Safety switch, maybe seat switch or neutral switch.

The safety circuit completes the ground for the starter solenoid.

There is also a relay shown, but no part number.

if there is no part number, how are we supposed to know what to replace?

Find it, a sqae relay, and check it, you can find a replacement at any auto supply. just match it up.
