Hi my name is ***** ***** welcome to Just Answer. Those bars are the handle bars , it's the way the mowers are packaged now , but also acts as a safety to not allow the owner to start the mower before adding oil . You have to remove the bolts to the handle bars and pull them up into place then reinsert the bolts and the mower can be started . Make sure you have oil first .
