good morning Jerry my name is John. Is this machine one that you use often and this just all of a sudden happened?
remove your air cleaner and verify that the butterfly "flaps" in the carb are free. there should be other linkages that are solid besides the cable. those linkages are attached to the engine govenour and control the actual movement of the carbs butterfly. make sure there isnt debris stuck behind the carb causing them to bind
when you look inside are both flaps closed? the first one you see is the choke and the second is for throttle
ok perfect. what is keeping that 3/4 open? is the linkage stiff? is it bent? when you run the engine can you manually shift that linkage to idle?
i suspect that maybe you are missing a spring on that linkage. what is the machine make and model and maybe i can find a parts break down to verify
unfortunately i cant look up engine parts by the mower itself. i just checked
i will need all the numbers off of the engine. should be a sticker someplace on the engine with all the info

this is the best pic i can find of the parts break down. im afraid that you may need to ask the service department where you plan on ordering parts from if they can print you a location of where these springs belong
