I have a honda GCv 190 and the crank cord is hard to pull I

i have a honda GCv 190 and the crank cord is hard to pull I can get it to turn over. checked gas and oil and they are fine
JA: I'll do all I can to help. How long have you been dealing with this?
Customer: well fopr a few days my son told me about it but he got it to start, when i cam home i cranked it right up but now we have not been able to pull the cord to where the engine will turn over and start
JA: Do you have fuel in the tank? If so, is the shut-off valve open and the fuel clean?
Customer: yes to the fuel , is the shut off valve the silver stick looking wire thing
JA: Do you plan on doing the work yourself?
Customer: yes
JA: Anything else we should know to help you best?

Remove the spark plug and see if engine will spin, it may have fluid on top of the piston.

oh lord where is the spark plug ?

You see a large thick wire, about the size of a pencil? That is spark plug wire, goes direct to the spark plug.

ok found the plug under the black rubber hose i am now trying to unscrew it
