The gov holds the throttle wide open but the engine stammers

The gov holds the throttle wide open but the engine stammers and stutters and won't accelerate or run smooth. The engine is also belching out black smoke. I have the air filer off trying to get more air to engine but this doesn't help. What's my problem?

what you are describing is jet plugged in carb

I know you said you cleaned it

but it needs to be disassembled , boiled out in a pot of hot water 10-15 min

air dried and reassembled

I have already removed carb, flushed with carb cleaner, used compressed air in all air and fuel passages. There were no parts to remove or adjust. With it belching black smoke that does not sound like Plugged carb, it sounds more like an air problem.

needs to be boiled out 10-15 min

yes you are correct , a air issue , your carb is burning rich, lack of air in the mixture
