I put a carburetor kit into my 17.5hp Briggs and Stratton engine and had the carb cleaned and put in fresh gasoline and the engine is still surging up and down could the governor be shot

What you are describing is valves out of adjustment

adjust the valves, engine cold, both valves .003-.005

the springs may be weak
