I have a Honda HRX217HYA mower. The self propell drive is slower than it should be with the lever pushed to the fastest position. I have adjusted the cable to the maximum limit and have just replaced the belt with an OEM Honda belt. What should I look for as a fix?

I just removed the spring from the handlebar that attaches to the orange lever control and attached to the other side (basically shorting the spring). It seems to have the increased ground speed again. Thanks
