Replaced the small spring that attaches to the governor,

replaced the small spring that attaches to the governor, this is on a n T0802 engine on a Poulan Pro push mower. now the engine will only idle.. it wont run at full speed. check the linkages they seem to be connected right. I can manually push the governer to the right and the mower will rev to high speed so I know the linkages are connected, but can't figure out why it won't operate on its own.
