I have a yamaha gas golf cart.. it starts fine but when I check the voltage at the generator it's only putting out 11.70 with the new brushes in it..

Generator is not putting out any voltage, you are reading the battery voltage. If you are testing at the generator , it should be much more, closer to 16 volts. Did you polarize the regulator after installing the brushes? Instructions are on line. If no change, the generator has other problems, and needs repair or replacement. Here is a similar wiring diagram, the G2 won't load this AM!
