With 20 HP Onan Engine. Engine cranks but will not start. I

Ingersoll with 20 HP Onan Engine. Engine cranks but will not start. I tried starting fluid. No success. There is spark, but seems brightest when I release the key to stop the starter. Fuel Pump works. Engine smells flooded, but plugs are dry when I take them out. Wondering if one of the safety switches if killing the engine before start.

If the plugs are dry, the engine is not pulling fuel in.

Since you can't even to get it to fire with starting fluid (which you really shouldn't use), it is very likely that you are having a valve issue.

What is the full model number of the engine?
