I have a generac gp15000e that blows the 10 amp fuse

I have a generac gp15000e that blows the 10 amp fuse approximately 10 seconds after starting, I have ohmed all components and they are in spec. I have noticed that the SSR will energize when start button is pressed, then it denergizes then re-energizes after 10 seconds and that is when fuse blows

The SSR can not be deenergizing, and then reenergizing 10 seconds later.

If the SSR deenergizes, the unit shuts down.
