Have Honda HRm195.Cleaned carbureter. Starts easily but only revs to about 1\3 speed. At that point it acts like it is chocking and exhausts black smoke like it is chocking. Need help!

WHat you describe is the choke flap in the carburetor closing when you run the engine. It has to stay fully open and not closed. It is the outer flap, before the throttle flap. Is it open? Typically it has a spring to keep it in the open position, and once engine starts, should be held open by the spring. ??
