could the switch itself be bad

That's what I was trying to determine , we can use a multimeter to see if the switch is sending the pto power

OK just tell me what to do, so I am assuming the front gear should not be spinning, unless the pto is engaged.

Yes if you have a electric pto it should not engage the pto until the button is pressed .

Do you have a digital multimeter , if so you will set it to check for continuity,

I checked the switch with the meter, the switch is fine.

Ok , now with the wires connected to the pto and the switch hooked back up , if you turn the key from off to on with the switch set to engage the blades you should hear a click . Don't start it go from off to on , which is right before start

I was told on another forum that this mower does not have an electric pto, it engages by lowering the deck.
