Model number? Most models have an adjustment on the drive cable that will speed up the walking speed.

This is rider! I was thinking of a self propelled walk behind. Your speed on the mower drive is controlled by the variable pulley under the seat, where the two belts come together. the pulley has to vary it's shape as you move the speed control lever. Sounds like the variable pulley is not moving. # ***** is the variable pulley in the parts link below. Try getting some oil down the shaft of it from the top, to try and free it up.

If it does not spin freely and can move up and down , you get no speed change.
