hit the accelerator with mower in park and the reverse pedal popped up

Tracor has cruise control, is it off? 207 is the latch for it.

The cruise control is off. He can pull the parking brake lever up and down and it clicks, but doesn't release.

Brake is internal to the transmission, you have to manually release the latch on the park brake or remove the brake rod at either end. You did verify that cruise was not on?

He went out and checked. The cruise was not on.

see the drive section of the link I sent earlier, 167 is the latch for the brake. also the brake rod is shown

Will have to use a screwdriver to release the latch.
