I'm having the same issue. Remove the spark plug, it pulls.

I'm having the same issue. Remove the spark plug, it pulls. Put the plug back in, the pull cord doesn't move. Kept the spark plug in and removed the muffler, still doesn't pull.

By removing the spark plug you are eliminating any compression build up .

What type of equipment do you have , if it has a ohv engine then most likely the valves need adjusted .
