What could be the problem if the blades keep rotating even

what could be the problem if the blades keep rotating even though the PTO switch is off? The mower will also start whether the PRO switch is on or off. When the mower starts up the blades begin to rotate.

It sounds like the pto switch could be constantly feeding it power

Or it could be the bearings in the clutch are binded or seized . But you will have to disconnect the wires that power the clutch and remove the clutch to check it out
