Have replaced the solenoid and key switch; hot side of solenoid

have replaced the solenoid and key switch; hot side of solenoid is hot; starter will crank if solenoid is jumped; none of the key switch incoming wires are hot, key on or not.
1.would a blown fuse cause incoming wires to be dead?
2. does it matter what wires are attached at the solenoid to the 2 dog ear clips?

Blown fuse will keep power from the keyswitch. The two small wires on the solenoid can go on either post. The fuse is on the red wire that goes on the post with the posiitve battery cable on the solenoid.

On your mower, the fuse may be just under the steering column. The lower cover under steering column will come off to expose it.

Sorry , the link was not what I thought it was . Owners manual does not location of fuse.
