My belt seems to loose to fully power my deck to cut grass. It's a brand new belt from snapper

Model number? Is belt tight when engaged with engine off? It should have a spring on idler that would tighten the belt. Is it in place and idler is loose so it can move?

I put a new belt and a new spring on idler pully, idler is loose so it can move, the engine has be running and park off to engage blades, then the belt spins but the not fast enough to cut the grass.
