I just got a Troy Bilt lawnmower. It is in neutral but I can't get it to move. What should I do?

This is a manual transmission , so it should roll in neutral unless the brakes are locked. The brakes have a release , which is part of the throttle control. Press the brake, the left hand pedal all the way, and move the throttle lever up to release the brake, tractor should roll. Page 14 in operators manual.
