Have you checked the flywheel teeth the starter gear engages? You may have a section of the flywheel that is missing teeth, which lets starter kick out.
Is battery voltage at least 12.5 volts?
Same problem with old starter?
Then from that, I would suspect you have a defective starter. There is no reason for a starter to drop out while still being engaged. The rotational speed has to keep the spring loaded gear thrown out. That is not happening, the spring is pulling the gear back.
The drive and spring would seem to be problem.
