Every year my Toro Recycler 6.75 starts but will not stay

Every year my Toro Recycler 6.75 starts but will not stay on. I have had nothing but headaches with this lawn mower since I bought it. Its only about 3 years old, so far I have spent $160 getting it repaired only to have the same thing happen again in the spring.
The lawn mower specifically says, "Guaranteed to Start" on the front, but that is definitely not true. Can you provide an answer please?

Did you have gas left inside your fuel tank from last last summer?

I emptied the gas out and put fresh gas in it.

I also unscrewed the stainless steel front part that has OHV inscribed on it and saw lots of oil inside. Is that normal?

You very likely have a partially clogged main jet.

Are you familiar with removing your carburetor float bowl?

It is located on the bottom of your carburetor. It is held in place with one screw.

The screw is in the center of your fuel bowl.

Is your engine a Briggs & Stratton?

Ok I know where the carburetor filter is, but where is the carburetor? By the way, I am a woman with no idea about mechanics.

Your air filter covers the front of your carburetor.

Look right below your air filter housing, you will see your carburetor.

It will have a shiny bowl on it.

Is one screw in the center, and the other one sort to the side of your bowl.
