What are the model numbers, and the brand of your engine?
Please take a look at the carburetor in the image below. Let me know if it is similar to your carburetor.
I pulled up a diagram of your engine, and your carburetor does have a throttle shaft.

Disregard the first picture. I marked it incorrectly. The first picture actually shows your choke shaft, and choke lever. The second picture shows your throttle lever.
The first thing I would check, is the throttle in your carburetor, because it could be stuck in the wide open position. If this is not our problem, we can continue to troubleshoot.
